Conflicting ideas have created a stalemate that is calmly deadlocked (Two of Swords), but this is an impasse that will eventually bring about change.  The resulting shift will feel like good luck, and it'll move the querent or querents into a new life cycle (Wheel of Fortune).  For the time being, while ideas are conflicting and creating an impasse, the best course of action is for all involved to focus on balancing the opposing energies and positions.
In the United Kingdom during the late 1800s, the Two of Swords was sometimes referred to as the "Lord of Peace Restored," and in the Kabbalah tradition, the Wheel of Fortune is thought of as a prelude to political opportunities and power.  Although contempory tarot readers claim that today's cards oppose each other, I think that's a limited analysis of only the past or present.  Paired together as a future forecast, Two of Swords can complement the Wheel of Fortune, predicting an upcoming period of restored political peace.
